Why are the gas fees different for each exchange?

DEX aggregators have different means to decrease gas fees and use different types of smart contracts for order routing/execution. Hence, gas fees for each DEX aggregator can be different.

For CEX transactions, the gas fee, to be paid by the user, involves the deposit of the source token to the CEX. Hence, the associated gas fee is for each supported CEX the same and in most cases less compared to gas fee paid on DEXs.
